Who We Are

The Humanitarian Force for Development Organization (HFDO) is a nonprofit, nonpolitical, and non-governmental Afghan government-registered organization dedicated to delivering principled humanitarian assistance and sustainable development programs across Afghanistan. HFDO was created to respond to the country’s pressing humanitarian and development challenges with local ownership, transparency, and community participation at its core.
As an Afghan-rooted organization, HFDO is uniquely positioned to understand the cultural, social, and political dynamics of Afghanistan, enabling us to design context-specific, evidence-based interventions. Our primary focus is on serving vulnerable and marginalized populations—including women, girls, children, internally displaced persons (IDPs), returnees, refugees, persons with disabilities, and underserved host communities—ensuring that no one is left behind
We are driven by strong governance systems, risk management, and a zero-tolerance stance toward fraud and corruption, making HFDO a credible and reliable partner for donors, UN agencies, INGOs, and institutions committed to building a more resilient and equitable Afghanistan.

We work directly with communities, elders, and local organizations to ensure programs are culturally appropriate, trusted, and owned by the people we serve. This local-first model builds long-term sustainability and access.

HFDO adheres to global frameworks like SPHERE, CHS, and the SDGs. We follow humanitarian principles and best practices to ensure quality, accountability, and transparency in everything we do.

We integrate gender equality, disability inclusion, safeguarding (PSEAH), and human rights into every program—ensuring equity, dignity, and protection for all, especially the most marginalized

Our operations are designed to maximize Value for Money (VfM). We minimize overheads and optimize delivery so that donor resources have the greatest possible impact on communities.

With strong oversight from our Board, Internal Audit, and MEAL units, we ensure accountability at every stage.
